A 70-ton crane that collapsed Saturday morning during a load test a shipyard on the Bay of Bengal in India, killing 11 people, local media report.

Video shows that the base of the crane separated from its foundation and toppled over at the Hindustan Shipyard in Visakhapatnam. All 11 fatalities were in the crane’s overhead cabin, authorities said.

A Mumbai-based company built the crane two years earlier but it had never been made operational. The personnel in the cabin were employed by the shipyard, the contractor hired to operate the crane and the contractor hired to maintain the crane.

No injured casualties were reported. At least one of the fatalities has yet to be identified.

A government inquiry has been established to investigate the collapse.
